Job Description

  • NRC has been present in Nigeria since 2015 and has been working to help displacement affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection.
  • NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Yola (in Adamawa state) and JOS (in Plateau state), NRC is able to respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.
  • These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above mentioned Area Offices, NRC has sub-offices structures in Dikwa, Monguno,  Biu, Mubi, Pulka and Gwoza.

  • If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Monitoring and Evaluation Officer to join our dynamic Monitoring and Evaluation Team in Yola, Adamawa State.
  • You will be responsible for the overall monitoring design within NRC Nigeria and the respective states with support to the country office team by supporting the implementation of the M&E strategy and processes at area level, and promoting contextual data analysis/visualization, the M&E Officer will support the program team to develop, update and consolidate planning, monitoring and learning tools.
  • To be successful in this role you seek opportunities to ensure effective impact and outcome measurement, documentation and dissemination of lessons learnt across Consortium.

Roles And Responsibilities

  • Implement systems to promote evidence-based decision-making through quality programming and effective program and project performance at area level. Ensure that the area office delivers on internal and external M&E requirements and standards in a timely manner and with quality data.
  • Ensure the Global Outputs and Outcomes reporting System (GORS) is updated and accurate on a monthly basis.
  • Technically support needs assessments, post distribution monitoring surveys and outcomes surveys.
  • Contribute to project and program planning, kick-offs and review meetings, including preparing and sharing monitoring data on progress and challenges.
  • Support program team to develop requisite M&E tools (M&E matrix, indicator reference protocols, Indicator performance tracking tables and quality benchmarks).
  • Analyze data focusing on correlation, causation and provide quality support and advice to program team, including through field monitoring visits, inputs to programmatic reports and quality control of distributions and post distributions.
  • Refer to NRC’s standards and processes and support monthly data review, assess gaps and develop plans to fill those gaps in consultation with the program team.
  • Work with technical and field teams to identify key methodologies to enable advocacy and campaigning impact measurement, document lessons learnt and disseminate findings.

Others

  • Maintain a central and systematic information and knowledge management system whereby relevant project information, data and lessons of programs are accessible for use as required.
  • Support that learning is built into program activities, ensuring that findings and lessons learnt are shared and used in an appropriate way to inform ongoing implementation and future programming.
  • Support the area’s regular monitoring and reporting, including internal and donor reporting so that reports are evidence-based and include relevant quantitative and qualitative data.
  • Provide capacity building, coaching and training to program staff to ensure that M&E standards is consistently and systematically integrated in all programs/ projects.
  • In collaboration with the Area Manager, develop a monthly M&E report to present trends, gaps at the area level.
  • Develop a systematic method of capturing qualitative stories and project effects on beneficiary communities.

Requirements And Qualifications

Interested persons should kindly possess the following:

  • At least 4 years of experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
  • High-level English language proficiency (speaking, reading, writing)
  • Good organisational skills, the ability to pay close attention to detail and report in a timely manner.
  • A flexible and initiative-taking attitude with the ability to be proactive in working with others and have very good interpersonal skills.
  • Understanding of data and information needs for program management and decision-making.
  • Experience in capacity building efforts using formal and non-formal methods.
